On this question, the central government, while giving clarification on its behalf, had said that at present there is no plan to issue DA arrears.
Government’s answer
Union Minister of State for Finance Pankaj Chowdhary had replied in writing that there is no plan to give arrears of three installments of dearness allowance and dearness relief to employees and pensioners. In fact, it was decided to freeze the DA of the employees to be issued on 1 January 2020, 1 July 2020 and 1 January 2021.
Rs 34400 crore saved
During this, Pankaj Chowdhary had said that provision of funds had to be made for the welfare scheme. The effect of which was seen in 2020-21. In such a situation, the arrears of dearness allowance have not been paid. Still the government’s fiscal deficit is twice the level fixed under the FRBM Act. Due to which it is not possible to pay the arrears. Giving information during this, the Minister of State for Finance told in the House that due to non-payment of arrears, the government has seen a saving of ₹ 34400 crore. Which was spent on dealing with the impact created by the epidemic.
JCM secretary Shiv Gopal Mishra raised the issue in a meeting with the cabinet secretary. It was hoped that the dues would be paid to the employees soon. However, this has been denied in the budget session. According to the employees’ organization, the Supreme Court has decided that in such a case, the employees are paid with 6 percent interest.
New policy can be adopted by the employees organization
