7th Pay Commission: Good news for employees, will get the benefit of special facility, DoPT issued order

7th Pay Commission: New orders have been issued by the Department of Personnel and Training for the employees. In which preparations are being made to start online delivery of service to the employees, for this the portal is being redesigned, the employees will be given the benefit of special facilities.

7th Pay Commission: Fresh orders have been issued to revamp the Central Secretariat Cadre Management Services (CSCMS) to enable online delivery of services to CSS, CSSS and CSCS cadre employees. The benefits of which will be given to the employees.

DoPT is in the process of revamping the CSCMS portal to enable exclusive online delivery of services to cadre employees of Central Secretariat Service (CSS), Central Secretariat Stenographer Service (CSSS) and Central Secretariat Clerical Service (CSSS), CSCS Could

With reference to the previous letters dated 16/9/2022 and 19/6/2022 and 30/06/2022 are invited. Accordingly, global registration of all CSS/CSS/CSCS employees was enabled so that the employees can update individual-specific, personal and service related details on the CSCMS portal himself/herself. Employees can now login to the portal (https://cscms.nic.in) through e-Parichay and start availing the services. It may be noted that updation of profile is a pre-requisite for availing the services.

Reference was also invited to the address given by Shri Rajat Kumar, Joint Secretary (CS) to all Nodal Officers on 31/10/2022 at 11.00 AM, asking all Nodal Officers to ensure updation of profiles by employees has been done and it is mandatory to get it verified by the nodal officer by November 15, 2022. Presently the facilities/services available on CSCMS portal are as follows-

Profile – Employee can view, update, print and submit the profile (if not already done). The nodal officer will validate/update the data in the profile of the employee, including the workforce of the Ministry/Department, within the stipulated time. In case the data is not updated by the nodal officer within the stipulated time, the available data will be considered final and the nodal officer will be responsible if the data is found to be incorrect.

The data thus updated with accuracy and precision is the basis for service delivery to employees including postings, transfers, capacity building, conduct of DPCs, career progression, statutory compliances etc. in a transparent, efficient manner. Therefore, the staff and nodal officers are requested to be careful and provide data which is factual, correct and error free.

View/Print Immovable Property Returns – Employees, Nodal Officers can now view and print IPRs already filed.

Clearance for Private Foreign Travel – The employee can apply through the CSCMS portal and obtain approval from the Ministries/Departments for his/her personal foreign travel.

Deputation – Publication of advertisement by borrowing office, view and apply for deputation by employees, obtaining cadre clearance for forwarding/approving/rejecting applications by Ministries/Departments will be through the CSCMS portal. Nodal Officer can now onboard PSU/Autonomous/Attached Office from his/her login as Deputy Nodal Officer.

Then such an organization can publish advertisements. To provide necessary details for deputation. The employee can view and apply for deputation on the CSCMS portal itself, which will be forwarded/approved/rejected by the Ministry/Department/DoPT on the CSCMS portal only.

Vigilance Status – Employee can view his Vigilance Status. Nodal Officer and AVD, DoPT will update the status on real time basis. The status will be automatically retrieved by the CSCMS portal while providing services to the employee.

Areas of Interest – The employee can indicate the areas of interest on the portal and then browse iGOT to apply and get the training courses available in iGOT.

Rotation Transfer — The employee can give preference for rotation transfer on the CSCMS portal itself. Time limit for showing preference for rotation transfer will be intimated through the portal itself

DoPT is also in the process of integrating the CSCMS portal with other portals like Sparrow, PFMS, EIS, EHRMS etc. so that the employees can avail the services at a single point.

It may also be noted that if any details updated by the employee/nodal officer is/are found to be incorrect. Further action against the employee/nodal officer will be taken as per extant rules including but not limited to CCS (CCA) Rules, 1965 as per Conduct Rules, 1964.

Keeping all these rules in mind all the employees and nodal officers are requested to update the relevant details on priority basis to enable the department to provide special online services to the employees. It is also mentioned that physical acceptance of any request for any service by CSCs, CSSS and CSCS cadre staff will not be accepted through CSCMS portal after due intimation.
