An announcement for this can be made by the government soon. With the announcement by the government, central employees will start getting the benefit of increased dearness allowance.

Announcement of increase in dearness allowance soon

The dearness allowance for the CPSE employees has been increased by the Central Government for the quarter. Orders were issued for this. The same government employees are waiting for an increase in dearness allowance. It is believed that soon their dearness allowance will be increased. For this, the Modi government can make a big announcement before the festival. Dearness allowance for central employees can be increased at the rate of 4 percent. Along with this, 69.76 lakh pensioners and 47.58 workers will get huge benefits.

Forecast of 4 percent increase in DA

Looking at the inflation figures, a forecast of 4 percent increase in DA was expressed. Talking about inflation figures, the AICPI figures till May 2023 have been released. In the first half of the year 2023, the dearness allowance was increased by 4 percent by the government. After which dearness allowance and DR had increased to 42 percent. Now for the second half, dearness allowance can be increased by 4 percent by the government. With this, dearness allowance will increase to 46 percent.

The inflation rate has increased to 45.57% from the AICPI figure till May 2023. In such a situation, it has been estimated that the dearness allowance of the employees can be increased by 46 percent under the whole number. At the same time, with the dearness allowance being 46, an increase in the salary of the employees will be seen up to ₹ 27000 annually. Monthly salary will increase up to Rs.720. The HRA rates for the employees will also be revised once the DA reaches 50%.

DA increased in these states

Earlier, DA has been increased by 4 percent for the employees from January 1, 2023 by Karnataka. Dearness Allowance in Karnataka increased from 31% to 35%. At the same time, the government of Jharkhand and Himachal Pradesh has also increased the dearness allowance for its employees. The employees of Madhya Pradesh were also finally given the benefit of increase in dearness allowance after a long wait. According to the announcement of Chief Minister Shivraj Singh Chouhan, dearness allowance will be available from January 1, 2023. Along with this, the benefit of increase in dearness allowance will be given from July salary. The arrears from January to June will be paid to the employees in three installments.

Basic salary will increase with fitment factor.

At the same time, the demand for the Eighth Pay Commission by the employees has also started. For this, a letter is being written to the government continuously by the employees union. In the year 2016, the salary of central employees was increased. With this, the Seventh Pay Commission was implemented. Based on the recommendation of the Seventh Pay Commission, the basic salary of the central employee was increased from Rs.6000 to Rs.18000. Along with this, at present the basic salary for the fitment factor has been fixed at 2.57 times.

Again there is a demand for increase in fitment factor. The employees union demands that the fitment factor be increased to 3.68 times. With this, the basic salary of the employees may increase from Rs 18,000 to Rs 26,000. At the same time, the government can increase the fitment factor up to 3 times. If this happens then the big salary for the employees can be increased to Rs 21000. At present, no official confirmation has been made on this.

At the same time, the fitment factor has the biggest contribution in deciding the salary of the employees. According to the recommendation, apart from the total salary allowance of the central employee, their salary is fixed from the basic salary and fitment factor. With the formation of the new pay commission, the fitment factor can also be increased. Railway Senior Citizen Welfare Society wrote a letter to Finance Minister Nirmala Sitharaman. In which it has been urged to set up the 8th Pay Commission from January 1, 2024. In fact, with the dearness allowance due in January 2024, the rate of dearness allowance will cross 50%.

Demand for formation of 8th pay commission, memorandum submitted by RCCWS

In such a situation, in case the rate of dearness allowance and dearness relief is above 50%, a new pay commission is being demanded. Memorandum was given to the Finance Ministry on 30 May 2023. In which special comment was made on why new pay commission is necessary. The RCCWS said that due to the long gap of 10 years between the Central Pay Commission, the Central Government employees and pensioners have been facing financial hardship for the last 70 years.

According to the memorandum, the Seventh Central Pay Commission submitted its report in February 2017 but the orders for implementation were issued in July and August 2017. The arrears of revised pay were paid with effect from 1 January 2016. The same letter stated that in the Seventh Pay Commission, the minimum pay was fixed at ₹18000 instead of ₹26000 while the fitment factor was accepted at 2.57 instead of 3.15.

Now once again Dearness Allowance and Dearness Relief are on the verge of reaching 50% or more of Basic Pay. There is a need to revise the pay structure to neutralize the effect of inflation. It was clarified in the letter that from January 2024, the rate of dearness allowance and dearness relief is being estimated to be 50% or more. In such a situation, steps should be taken to revise the pension including salary and allowances from January 2024.

The memorandum said that the pay commission is taking about two years to submit its report and the government takes a year or more to consider and implement it. In such a situation, the value of salary and pension proposed by the Pay Commission becomes even less. Therefore, it is being requested that the Eighth Central Pay Commission should be constituted soon and interim relief should be given to the Central Government employees and pensioners from January 2024 itself so that their losses can be compensated.

In view of the upcoming elections, it is believed that the government may take an important decision on increasing the fitment factor. If this happens, once again a bumper increase in the salaries of the employees will be seen. Along with this, there is a definite increase in the pension amount and dearness allowance along with his reply.
