7th Pay Commission, 18 Months Arrears, DA Arrears: There is big news for central government employees, a big update has come out on 18 months arrears. Which can give relief to the employees. Once again the discussion of payment of dearness allowance and dearness relief for 18 months has started. The National Council of the Staff Side has once again written a letter to the Cabinet Secretary.

There is big news for 62 lakh pensioners including about 47 lakh central government employees. The fight will be started again to pay the outstanding Rs 34402.32 crore on behalf of the employees. Senior member of National Joint Council of Action and Secretary of All India Defense Employees Federation (AIDEF) Shri Kumar gave great information. He said that along with the demand for restoration of old pension, the fight for payment of DA-DR for 18 months would be fought. In this matter, a letter has been written to the Cabinet Secretary by the staff side for payment for 18 months.

Central government statement

Not only this, a report has also been given to the Ministry of Finance, let us tell you that along with the demand for the restoration of the old pension scheme, the employees union is agitating for the demand for the abolition of NPS. Meanwhile, the issue of arrears is being raised once again. The central government has refused to pay dearness allowance and dearness relief of more than ₹ 34000 crore. According to Minister of State for Finance Pankaj Chowdhary, the fiscal deficit of the central government is still running at more than twice the level indicated in the FRBM Act. Due to which it is not possible to give the benefit of arrears to the employees and pensioners.

Update on arrears

Please tell that from January 2020 to June 2021, 3 installments of dearness allowance and dearness relief for 18 months were stopped during the Corona period. At that time Sanskrit was not paid to the employees. The government had said that the economic situation is not good. JCM secretary Shiv Gopal Mishra raised the issue in a meeting with the cabinet secretary at that time.

Although it was hoped that the employees would get the dues soon, but in this budget session too, the government has rejected this demand outright. Here, during the budget session, the government accepted that applications were received from many employee organizations for the arrears. However, in this regard, it has not been clearly stated in any way that the arrears will be paid. The Central Government has clarified that it is not practical to issue DA in the present situation. The central government will not pay arrears of more than ₹34000 crore to its employees.

Labor union demands

If the same employees’ organization is to be believed, the Supreme Court has decided that in such a case the employees are paid with 6 percent interest. Along with this, Mr. Kumar, General Secretary of AIDEF, says that there is a fault in the mind of the government. Dearness allowance and dearness relief of the employees were put on hold for 18 months from 2020. By stopping the payment of 11%, an amount of more than ₹ 40000 crore has been saved by the central government. The employees’ organization says that various options have been given by the representatives to the government for payment of arrears, but these options are not being accepted by the government.

Letter to cabinet secretary

A letter was also written to the Cabinet Secretary in the 48th JCM meeting. In which the decision of the Supreme Court was cited. In this, the secretary had said that according to the decision given by the Supreme Court, due to the economic crisis, the salary pension of the employees can be stopped temporarily.

When the situation improves, it has to be given back to the employees, which is the right of the employees. In such a situation, their payments should be made according to the law. Now once again a new policy will be adopted by the employees organization regarding the outstanding arrears of 18 months. Preparations have been started to surround the government on the demand of arrears payment including the demand of the old pension scheme.
