Delhi Development Authority has started preparations for the demolition of the multi-storey ‘Signature View Apartment’ located in Mukherjee Nagar, North-West Delhi. Let us know about it in detail.
According to official documents, DDA has decided to hire a consultant firm for this and has invited online bids. Officials said on Saturday that DDA has issued an e-tender notice and request for proposal for this purpose.
‘Signature View Apartments’ was constructed between 2007-2009. There are a total of 336 flats in this complex, which include both HIG and MIG. However, soon after, the flats started facing construction issues, forcing the residents to complain to the DDA. A 2021-2022 study conducted by IIT-Delhi on the orders of the DDA found the building structurally sound. Found unsafe.
DDA has set a target to completely vacate ‘Signature View Apartment’ by 30th November. In September this year, DDA finalized the deal with the residents and gave time till October 15 to sign the document. Residents were given 45 days to vacate Signature View Apartments. After November 30, DDA will withdraw all services like electricity and maintenance in this apartment.
DDA issued e-tender notice
The e-tender notice reads, ‘Proposals are invited from eligible applicants for engagement of a consultant for demolition of Signature View Apartment, a multi-storey complex at Mukherjee Nagar, Delhi through e-tender (online bidding) Let’s go. This also includes cleaning and recycling of debris after demolition. In the notice, DDA officials have sought to hire a firm having minimum 20 years of experience in demolishing structures using methods like high-rise excavators, explosives, diamond-cutting techniques etc.
The RFP document states that the appointment of the consultant firm ‘will be for a period of six months (one month before demolition and 5 months during demolition and disposal/recycling of debris), which can be extended by DDA if needed. It has also been said that the appointment of the consultant firm can be canceled by DDA by giving at least 30 days’ notice.
Officials said that to clear the doubts of potential bidders about the e-tender notice, a pre-bid meeting will be held on November 6 at Vikas Minar, located near ITO. Residents of Signature View Apartment had in October demanded that the DDA change the 100 per cent evacuation clause to a 75 per cent mandate, so that people shifted to temporary accommodation can start receiving rent from the agency.
What will be the work of the consultant firm?
The consultant appointed by DDA will prepare a proposal detailing how to demolish ‘Signature View Apartment’. After demolishing the apartment, its debris will be used again for construction work. The consultant will suggest the cost of demolition and disposal of debris of this apartment, measures to prevent air pollution due to its demolition and ways to protect the surrounding buildings.
The consultant will also help DDA in obtaining necessary permission from the concerned departments for demolition of the apartment. The last date for submitting the proposal to become a consultant of DDA in this demolition process is 15th November.
