2023 can be full of gifts for central government employees-pensioners. In the new year, there will be an increase in the dearness allowance of the employees once again. This has been estimated from the recently released data of the August AICPI Index, which has seen an increase of 0.3 points, after which the figure has crossed 130 to 130.2. Under this, there is a possibility of increasing DA by 3 percent in 2023. However, no official confirmation has been made yet.
Actually, the central government increases the DA of central employees twice a year in January and July. DA has been increased 2 times for 2022, now next DA will increase in 2023. How much dearness allowance will increase, it depends on the data of the AICPI index. Recently, the figures of the AICPI index till August have been released by the Labor Ministry. Under this, the figure of the index has increased by 0.3 points in August as compared to July and the figure had increased by 0.7 points in July as compared to June 2022.
Simply put, till August, there has been a total jump of 1 per cent in the figure. In June, where the AICPI index was at 129.2, in July the figure reached 129.9, while in August it has crossed 130.2. If the index rises by 1 per cent and 131.4 points in the coming months, then dearness allowance is expected to rise by 3 per cent. At present, the DA of employees is 38 per cent. Its benefit will be available to 50 lakh employees and 65 lakh pensioners. It can be announced by March 2023. The same PF and gratuity contribution will also increase.
Decision on 18 months arrears in November?
After the gift of 38 percent dearness allowance and bonus, now the decision on the outstanding arrears of the employees for 18 months is also expected soon. According to recent media reports, the Modi government may consider arrears after Diwali. The union and cabinet secretary are also likely to meet next month in this regard. If everything goes well, then dearness allowance arrears can be paid from 1st July 2020 to 1st January 2021. Talking about salary calculation, DA arrears money will be given to the employees according to their salary band. An amount of up to 2 lakh can come in the hands of the employees.
Level wise arrears will be made
Recently, National Council of JCM Secretary (Staff Side) Shiv Gopal Mishra had written a letter to the Cabinet Secretary in this regard and asked to release the arrears. The same was requested that if the government wants, it can release it in three installments. When this installment will be given and at an interval of how many months, the employee organizations are ready to negotiate with the government. According to Shivgopal Mishra of National Council of JCM, Level-13 (7th CPC Basic Pay Scale Rs. 1,23,100) 2,15,900) or Level-14 (pay-scale) then DA arrears in the hands of an employee will be paid from Rs.144,200 to Rs.2,18,200.
