Irregularities are constantly being seen in the payment of pension and dearness relief to IDA pensioners. After which new orders have now been issued by the Central Pension Accounting Office. In this order, the pensioners have been instructed to pay their pension amount immediately.
7th pay commission employees and pensioners are not being given the benefit of pension facility despite the continuous amendment in the pension rule by the government. Along with this, continuous irregularities are being done in the payment of pension-dearness allowance (Pension-DA Payment). On which new orders have been issued by the Department of Expenditure and the Central Pension Accounting Office for the increasing irregularities in the payment of pension and dearness relief by the bank in respect of IDA pensioners of FCI.
Along with this, instructions have been given for immediate payment of pension and dearness relief to the employee pensioners. The Central Pension Accounting Office (CPAO) has been receiving complaints regarding irregularities in payment of pension and dearness relief (DR) in respect of IDA pensioners. One such complaint has been received from PAO, IDA Pensioners’ Residence.
In this case, pension was last revised w.e.f. 01.01.2007. But CPPC has revised the pension of IDA pensioners with effect from 01.01.2017 without any order. Further, CPPCs are also not complying with the orders of DR in respect of IDA pensioners, resulting in many discrepancies in payment of pension and DR.
In this regard, attention is invited to this Office’s OM No.CPAO/IT&Tech/BankPerformance/37/Vol-III/2021-22/181 dated 06.01.2022 in which DR. Instructions regarding payment have been given. Along with this, Para No. 11.1(xvii) of the Plan Book of this office has also been issued, in which it has been said that:-
The CPPC should have direct access to the websites of the Department of Pension and Pensioners’ Welfare, Ministry of Home Affairs and Ministry of Health and Family Welfare so that these can be browsed regularly and orders issued on Dearness Relief and Medical Allowance issued by various departments. Immediate action is taken in this matter.
In view of the above, all CPPCs are directed to strictly adhere to the Dearness Relief orders issued by the concerned Ministries/Departments from time to time and the provisions contained in the plan booklet.
