The Department of Expenditure of the Finance Ministry has issued guidelines through an office memorandum.

According to the office memorandum of the Department of Expenditure of the Finance Ministry, all central government employees of the level of deputy secretary of the central government or above will be eligible to buy electronic equipment. These officers can take mobiles, laptops, tablets, phablets, notebooks, notepads, ultra-books, net-books, etc. up to 1.3 lakhs for their work. This does not include the amount of tax. Such devices will be issued to 50 percent officers of section officer and under secretary level. If the officer uses a Make in India device or component, then this limit is Rs 1.30 lakh.

The office memorandum states that if a device is already allotted to an officer in a ministry or department, a new device will not be issued to him before 4 years. He can take after completion of 4 years. After completion of four years, he can keep it with himself. All data on such device will be erased before it is handed over to the officer. Earlier, government officials could take devices up to Rs 80,000. Now this limit has been increased. Now the officers can take devices up to 1.30 lakhs.
