New transfer policy approved
The new transfer policy in Uttar Pradesh has been approved by the state government. Under the new transfer policy, with the permission of the departmental minister, department heads will be able to transfer by June 30. At the same time, up to 10 and maximum 20 percent transfers of officers and employees of all categories can be done. Under the new transfer policy, transfers will be done for employees who have been posted for 3 years in the district and 7 years in the division. He will come under its ambit. The same 1500000 officer employees will be affected by this.
Set terms and conditions
In the matter, Finance Minister Suresh Khanna said that the approval of the departmental ministers for the transfer of anyone in the transfer area would be correct. On the other hand, those who have completed 7 years in 3 years in the district will be eligible for transfer. The cutoff date for counting the same 3 years and 7 years has been fixed as March 31. Its process will be completed by June 30. The transfer of Group B employees along with Group A can be done with the approval of the Chief Minister through the departmental minister.
Transfer on the basis of merit best online transfer system
Lakhs of officers and employees were waiting for this policy for a long time under the new transfer policy. The officer employees were demanding transfer policy for a long time. Group B and C employees will be transferred on the basis of merit best online transfer system. Along with this, this transfer policy will not be applicable to the officers and employees of Uttar Pradesh Secretariat Service. Officers and employees who get establishment after promotion have also been included in this purview.
100 aspirational development blocks were also brought under its purview.
Under the new transfer policy, along with 8 districts and Bundelkhand, 100 aspirational development blocks of the state have also been brought under its purview. However, a condition has been set in the transfer of officers and employees of the Aspirational Development Block. Under this, when an officer employee will be posted in his place. Only then only after the officers take charge, the employees and officers will be relieved from their places.
Home town posting facility
Along with this, the Group D officer employee will be given the facility of posting in the home district. Group D employees who were two years away from retirement were given the facility of posting in their hometown by the state government. Now the group members will also come under its ambit. Such Group A and B service class officers may be considered for posting in desired districts leaving their home district.
Relief to the parents of helpless children under the ambit of disability
In the new transfer policy, the state government has also included the guardians of children who are unable to walk under the ambit of disability. Till now only parents of retarded children used to come under this purview. Now parents of children with 40 per cent locomotor disability will be able to get their posting and posting in the district of their choice. Conditions have been set for this. In which it has been said that there should be arrangements for the treatment of such children in all the hospitals of the district, they will be transferred to such districts.
Group A and B transfers can be done up to a maximum of 20% of the cadre class employees, while group C and D classes can be transferred up to a maximum of 10% of the employees. On the other hand, transfers of more than this percentage will be possible only with the approval of the departmental minister.
