7th Pay Commission: Higher Minimum Pay for Central Government Employees?



National Anomaly Committee (NAC) was formed regarding the pay related anomalies that arose out of the implementation of the recommendations of the 7thPay Commission. It would recommend a hike in minimum pay soon and fitment factor beyond the recommendations of the 7thCPC. The government has modified the definition of pay anomaly in a major development, which allows the NAC to take any decision of pay anomaly that was not taken by the 7thCPC. However, on March 6, P Radhakrishnan, Minister of State Finance, made a mention that the government was not considering a hike in minimum pay of the central government employees and fitment factor beyond the 7th CPC’s recommendations.

On October 30, 2017, a letter was issued by the Department of Personnel and Training (DoPT) stating that the demand for increasing the minimum pay and fitment factor has not been treated as an anomaly, and therefore does not come under NAC’s purview. According to the reports, NAC had recommended a hike of Rs 3,000, thereby increasing the minimum pay from the existing Rs 18,000 to Rs 21,000 and the fitment factor of 3.00 replacing the existing 2.57 times, beyond the recommendations of the 7thCPC.



A proposal was sent by NAC through the DoPT that recommended a hike in the minimum salary for the central government employees beyond the 7th CPC’s recommendations, but it was opposed by the DoPT. The definition of pay anomaly has now been amended by the government and on March 14, the DoPT issued an Office Memorandum, which gave NAC the authority to take decisions related to salary hike of central government employees. One of the hurdles was the DoPT’s letter, between the central government employees and higher minimum pay.



The 7thCPC recommended a hike of 14.27% in central government employees’ basic pay, which led to an increase in minimum pay to Rs 18,000 from Rs 7,000 a month and maximum basic pay to Rs 2.5 lakh from Rs 80,000 with 2.57 as the fitment factor. However, the employees of central government demanded a raise in minimum pay to Rs 26,000 from Rs 18,000 and fitment factor to be increased to 3.68 times from 2.57 times, claiming that the sanctionedhike in pay was the lowest in the past 70 years.

The increase in minimum pay is likely, more than the 7th CPC recommendations, for the central government employees only who get salaries from 1 to 5 pay matrix level. The salary will remain unchanged of a mid-level and senior level under the recommendations of 7th CPC.

  1. When Central Government announce Pay Commission Report or hike in D.A. to its staff, the market cost increases. Government Employees can cope up with the raise in their total salary. Where as employees from Private Sectors and those working on daily wages are squeezed and unable to keep pace. Government instead of making public announcement, issue circulars to their Departments, which will put a hold on market rates and thus protect Private Employees and Daily Wage Earners from exploitation.

    • This is really unjustified. This one eyed attitude is piling up grievances among the mass. What is the percentage of central government employees of Indian population? Whom the government is trying to please? Are they only affected by the market price?

      I am totally excepting consent with Donald Justice … because private sectors employees are totally exploiting in behalf of salary .. after working 10-12 hours we are getting wages or salary 5000 to 6000 in this small amt. it is very difficult to survive in current age .

    • The government employees who either do nothing or do less than private employees are simply enjoying their life whereas the private employees’ life is like hell. The system which runs in the name of government and private is highly unjustified in terms of payment. In private, the employees are exploited to get minimum salary. But in government, the people are protesting for the further increase in their pay. we don’t know when this system will get stabilized.

The pensioners are not taken into consideration -as the inservice employees are done , especially the state government pensioners, arn’t they facing the same situation as other inservice employees? most of them are not free from their commitments and liabilities. Once retired they are treated like beggars, they have no choice nor their voice is heard. Many retired Ladies/Gentlemen are still capable of discharging responsibilities on par with the present young ones or even better with their vast experience.

  3. Government should not increase the Government Employees salary without balancing the Private and unorganized
    Sector’s salary. Practice of appointing Pay commissions should be abolished. These Pay Commissions create lot off imbalance to the Society. Government give everything to their employees. i.e.When a clerk in a Government sector get a very high salary,his counter part in the Private Sector will not get even a quarter of what a Government clerk gets. Government cannot give Government job to every citizen. Central Govt.employees are less than 1%of the total population. To feed this 1%, Govt.spend major part of the national income and to balance the other expenses they squeeze the 99% of population. These practice should be stopped.Govt.should work for creating a balanced society instead of creating an unbalanced society.

  4. Pl give salary structure of officer’s, jco”s and other ranks with illustration so people can understand at all levels. Pl also give the additional benefts accurable to exservicemen.

  5. I am a retired Govt Servant. I am not at all happy with the pension hike, it should be revised with a fitment factor as 3.0

Ok government employees can meet their financial needs by getting hike in salaries and dearness allowances in every six months.But the quasi government employees who worked for not less than 20 to 30 years are getting minimum of Rs 1000/- and maximum of Rs 2000/- or even less.The government should think of this sector people and do justice by increasing their pension to minimum of Rs 10,000/- to 15,000/-per month.

  7. govt. always thinks of its employees only in organized sector. what about employees in unorganized sector ? people working in pvt. sector. who will think about them ? are they out of law in the country or out of country ? govt. always says that law in the country made for all. everyone living in this country is under the law. no one is above any law. then why is this difference ? why do not the govt. think about the employees working in the pvt. sector ? law should be implemented equally in the country. whether it is govt. or non govt. the rule should prevail same all over the country. not for the employees in central govt. only. pls think about the concept.

  9. I request government to look into the Human needs and wants for the lively hood and status. Both socially and economically.
    Every one needs basic things of life and that must be fullfilled for every one.

    Govt and Undertakings pay to their employees irrespective of profit/loss in the segment of work. Similarly a support package may be given from govt. to private companies,then the Lifestyle of all Human being will be at par and every one is happy in this country wrt Living standard. This could be done by taking CSR fund from very good profit making companies in-terms of volume and distributed to others.
    Here, every one will be in win-win situation.
    Moreover, Like after sales service brings more customer to the sales Dptt, similarly,Govt should contrast its focus on people Insurance,their family safeguard from living and health.This will enable people to spend more in real life than keeping for future. Because, human needs and also they want their Old age+future family to be secured.So, they reserve money and asset. This reserve category will become real time growth.

    Pay hike is only a virtual fact,real may be the show/competition in mind for social status.

    also, the examples set by our system must be adhered upto the micro level.

    The above was my feeling and no compulsion to share for growth of my mother land.

    It is happy to note that governament employees may get the pay hike. but EPF PENSIONERS WORKED FOR THE ORGANISATIONS AND BUILT THE COMPANIES ARE GETTING A MERE PENSION RANGING FROM RS.500 TO RS.2500, WHICH IS NOT A SOCIAL JUSTICE. THOUGH THE SUPREME COURT HAS GIVEN CLEAR CUT ORDERS TO INCREASE THE PENSION NO ORGANISATIONS OR EPFO AUTHORITIES ARE BOTHERED TO TAKE ACTION. APART FROM THIS ANYBODY HAS THOUGHT OF FARMERS,AND OTHER UNORGANISED SECTOR PEOPLE TO GET THE BENEFIT? HENCE IT IS MY HUMBLE REQUEST TO MODIJI’ GOVT TO AND LABUOUR MINISTER TO LOOK INTO THE MATTER ASAP. i DONT THINK THAT BJP WILL LOSE ABOUT FIVE CRORE VOTERS ACROSS INDIA FOR BY SANCTIONING MINIMUM RS.20000 TO ORGANISED SECTOR AND RS.10000 TO UNORGANISED SECTOR RETIRED EMPLOYEES. No doubt, the pay hike should be more or less equal to all the employees, but where these private sector employees go when they are getting the higher emoluments than Govt. employees having the same qualifications as they are having as well they are engaged in same type of job profile. Any time they demanded that the Govt. employees are getting less & therefore they should also be paid less. Also there are many areas in the country like Bangalore, Hyderabad, Mumbai, Pune, Gurgaon etc. where majority employees are in private sector & due to their higher salaries these areas are very costly. Are there no govt. employees or common people who are suffering due to them.?

  12. I retired from BRO in 1993. I receive a pension of about Rs 16500 PM after serving the department for over 22 years. Thus there is huge disparity in pension in comparison with present incumbents. There must be a system of equivalence. I wish pension system should be abolished and a lumpsum amount should be allotted, but not disbursed. The pensioner should have a few choices to be enforced by the Govt to put the sum for a regular income generation at his own risk. Govt should allow a further assistance on survival beyond age 80.

  13. The salary should be increased for everyone. Why only pay matrix 1 to 5 should get salary hike. Even at pay matrix 6- and more should also get salary hike at fitment factor 3.15 or whatever is proposed to government.
    Even we also need a salary hike. It was lowest salary hike for everyone.

  14. Till today, AICTE New Delhi has not given its recommendations/guidelines based on 7th pay commission report ; therefore we teaching fraternity working in College of Military Engg. Pune (Central Govt employees), could not get benefits of 7th pay recommendation. May I request the HRD Minister to please direct the AICTE to release its recommendations based on 7th pay report at the earliest.

  15. Shri P Radhakrishnan, Minister of State Finance, does not seem to be concerned about implementation of 7th Pay Commission to the States. Every time the action plan is only narrowed down to Central Govt Employees. They get their slice no sooner it is declared! Why this step motherly treatment to the State Govt Employees and pensioners always?
    I appreciate that you are trying to raise the salaries from 1 to 5 pay matrix level. But at the same time, all Govt Employees’ irrespective of Centre or State should be paid at the same time. The saddest part is when the amount is disbursed in parts including pensioners by the State Govt, as though you are throwing rotis to dogs!!! This attitude by the Govt must change. We should not carry the British legacy any longer.

    Every body discussing about the hike of salaries and pension,once the fitment was made according to the pay commission the salaries and pension pays are also revising according o the age and department.
    My question was what wrong was done to the government that the employees worked in public sectors and private those whose are getting only 925 as minimum pension.kindly consider these issues and suggest favourable.

    It’s good that you have taken decision to increase the minimum may from 18000 to 21000 which is 3 times of one rank one pay and same you are implementing from matrix label 1 to 5 only. Please calculate the salary of label 5 after implementation, it is more than the salary of label 6 which is creat a new problem.
    Please look into this matter take corrective action.

  19. Those who have already retired and are the only people who are suffering a lot. They should be given special incentive. Those who are in service will definitely get higher pension but what about those who already retired. Increase in the prices of things is the same for both.

  20. people talk only about govt employees (central &state) and their benefits. People in private sector are forgotten during service and after retirement.
    private sector employees live on the interest on bank deposit only after retirement and that is reducing. No attention is given

  21. About 2 to 3 decades ago, a number of employees of PSUs opted for PF without considering the future inflation & fall in interest rates on deposits. Later on a number of P.S.banks offered such employees the option to go for pension.
    However, such OF opted from the Public Sector insurance companies have not been offered such option. These PF optees who have retired about 10 to 15 years are finding it difficult to make both ends meet. It is requested that Finance ministry gives this matter a serious thought & offers pension to such OF opted.

  23. I was fighting for last 11 years to revise my pension from July 2006 onward . Thrice they have revised , but not as per 6th pay Commission.
    Last year in March 2017 , it was revised accordingly, but TDS was deducted above Rs. 1 lakh and above 1 lakh taken with ITR. Total tax deducted above 2 lakes.

  25. I work in a private organization which has no pay scale, no pension scheme. Govt. only bothers about Govt. employees. As a professional, I also contribute considerably towards our National Educational Goals, rather better than majority of the Govt. employees who are known for their lack of commitment and insincerity. But none to talk about people like us.

    I have written several mails to PM’s office through proper channel (!). So far no reply. I have sent innovative models as suggestions for improving rural health care system. It appears that the mails never reach ModiJi. Can easily guess why.

    Frustrated — agree with K. Chandrashekar, any of our representations falls in deaf ear because of those Govt. Middle Men officials who have the misused power. Anyone can show a way to reach PM directly???

  28. Friends this is not a fake news . The railway federations are fighting with govt for increasing of pay matrix and fitment
    factor for pay matrix level 1 to level 5. We should be thankful to the federations who are fighting for our rights .

  29. Good but what about the poor people working in private organisations. As of today, some poor people have completed 15 to 20 years with private organisation are not getting Rs. 15000 per month. The government should do something for the poor people also.

  30. I have my own doubts. Increase in pay structures may not be agreed to by the government as it will lead to a cyclical state. We may have to consider our defence forces as well.

    Please think about the staffs who are working in School, colleges and Engineering colleges with less pay below 20,000 for many years. If the government take necessary steps to fix a salary for private college employees. Then it is will be benefited to millions of employees. Please do consider the request.

  32. Even minimum pay of Rs.21000/- is a nightmare to run a family having four people with current cost of living which is increasing day by day. It is still more worst if the family has two school going kids.

    As such it is advisable that a minimum pay (either salary or pension) must be Rs.28000/- per month at least.

  33. Sir, I retired on 31st July 2000 from I.I.T. Delhi and got pension fixed on the basis of sixth pay commission at par with central Government employees. But I am not given benefit of 7th pay commission since its implementation for Central Govt. employees for retired and working employees as yet.   34. As regards private sector retired employees, why the government (either central or state) is not taking any interest?
    Becoz Govt, employees are the Officers,who are conducting the meetings from time to time and they are taking decisions according to their benefit (not for private retired employees..

    Would you please take the same interest towards the private employees, particularly, who are retired (getting EPF pension etc.) and in this old age, they are more needs than the others..

    I am a retired employee from Garment Factory after having worked for over 38 years, I am eligible a monthly
    pension of Rs. 1327.00 revised to Rs. 1430.00 last year from Employees Provident Fund Organisation.

    Whether there is any provision for me to get revised pension as my minimum salary was taken by EPF as
    Rs. 3500.00 as I was drawing salary of more than 20,000.00 at the time of leaving the service from
    Garment Factory. If I have to submit any certificate from the Employer, I will be able to submit the same
    to to EPF Organisation if asked for to re-consider the monthly pension.

  36. I am reading all letters circulars and find myself confused. It is never clear and clean. Hence request govt/,concerned depptts to publish letters circulars when things are clear that pay revised to 22000 and fitment sanctioned as 3.0 or 3.68 . Hoe next time a clear view and figures.   39. in private sector / Education sector not implemented minimum wages Act for non teaching staff and teaching staff but not action against same, AICTE, DTE, UGC, University and government very casually approach for this minimum wages ACT

  40. I am not agree with the people who oppose the hike in the minimum wages of Govt. Employee. To criticize the benefit of others or hue and cry with the betterment of others, is also a crime, I have full sympathy with them and hope that they will divert their mind/thinking to create a new opportunity/do such efforts so their salary in private sector could be increased.
