Under this, the upper limit of honorarium to government employees has been increased from 40 thousand to 50 thousand during the financial year.

As a part of Utkal Divas gift for government employees, the state government has increased the annual honorarium to be paid under Rule 120 of the Odisha Service Code. A government employee is usually given an honorarium for the work done.
The upper limit of honorarium payable to government employees during a financial year has been revised to Rs 50,000 from the existing level of Rs 40,000.
An office memorandum has been sent by the Finance Department in the matter, according to which the upper limit of ₹ 50000 has been fixed for different ranks. Also, the amount will be fixed in a systematic manner so that it can be rationalized in payment of honorarium to government employees.
The limit of honorarium for Additional and Joint Secretary category employees has been increased from Rs 40,000 to Rs 50,000 and for employees of Rs 35,000 to Rs 44,000 for Deputy Secretary, Under Secretary, Principal PS and Senior PS category employees.
Along with this, the honorarium of Senior DEOs including SDO, ASO, PS, PA, Issue Superintendent and Diary Superintendent has also been increased. SO, DO, ASO, PS, PA, Issue Superintendent, Diary Superintendent, Senior Steno,
Senior DEO and equivalent will now get Rs 38,000 instead of Rs 30,000 and Typist, Junior Steno, Driver and equivalent will get Rs 25,000 earlier. After that, now Rs 31,000 will be paid.
Similarly, the limit of honorarium of diarist, daftary, peon and equivalent has been increased from Rs 20,000 to Rs 25,000. The employees working on contract basis or as OSD or Consultant will be entitled to honorarium equivalent to the posts for which they are engaged.
Decision on upper limit of honorarium payable to various categories of employees irrespective of Revised Assured Career Progression (RACP)/ Revised Assured Career Progress (MACP) benefits to the concerned employees as per Odisha Revised Scale of Pay (ORSP) Rules, 2017 Keeping this in mind.
According to an official of the Finance Department, four years have passed since the last honorarium was revised. The honorarium was last revised in February 2018 after the ORSP Rules, 2017 came into force. The upper limit of the amount was increased from Rs 20,000 to Rs 40,000.
